Art. 23. Establécense en la capital de la República dos Oficinas de expendio de papel sellado y estampillas de timbre nacional, que funcionarán aparte de la Administración municipal de Hacienda, y en los lugares que designe el Ministro de Hacienda. Los encargados de estas oficinas disfrutarán de una eventualidad del 10 por 100 de lo que recauden, sin que pueda exceder de $ 20 mensuales, de acuerdo con el artículo 51 de la ley 110 de 1888.
