Las decisiones sobre cuestiones substantivas se tomarán con el voto afirmativo emitido por lo menos por cuatro de las Partes cuyos representantes estén presentes y votantes. Las decisiones sobre cuestiones de procedimiento se tomarán por un voto afirmativo emitido por lo menos por tres de las Partes cuyos representantes estén presentes y votantes. Las controversias sobre si una cuestión es de procedimiento o sustantiva serán decididas por voto emitido por lo menos por tres de las Partes cuyos representantes estén presentes y votantes.
