El Gobierno Nacional, previo concepto de la Comisión Interparlamentaria de Crédito Público, la cual deberá rendirlo en un plazo no mayor de treinta días calendario, y de la Junta Monetaria, determinará el nombre, las características financieras y condiciones de emisión, colocación, negociación y amortización de los títulos de deuda pública interna y externa autorizados en la presente ley.
