- ATRIBUCIONES. Además de las funciones que se le señalan en la Constitución y la ley, son atribuciones de los concejos las siguientes: Dictar las normas orgánicas de presupuesto y expedir anualmente el presupuesto de rentas y gastos, el cual deberá corresponder al Plan Municipal o Distrital de Desarrollo, de conformidad con las normas orgánicas de planeación (Ley 136 de 1994, art. 32, nral. 10).
