Adiciónase el artículo 4° de la Ley 12 de 1986 con el siguiente parágrafo: La distribución del porcentaje adicional para las poblaciones de que trata el literal b) del artículo 2° de la presente ley ( Ley 12 de 1986 ) se hará entre los municipios en proporción a la población, cuando tengan resguardos indígenas, sin consideración al esfuerzo fiscal de cada uno de ellos.
