Los decretos y resoluciones que se dicten por el Gobierno, reglamentarios de las disposiciones legales aplicables en las Aduanas, son de estricta observancia desde la fecha en que a ellas llegue el periódico oficial de la nación en que aparecen insertos tales actos, si en ellos no se hubiere dispuesto otra cosa.
