Artículo Doce. En el caso de superposición parcial de zonas, el Ministerio, siguiendo el orden de prelación antes expuesto, escogerá al solicitante con el cual deba adelantarse la negociacion en su totalidad. Sobre el área libre, si la hubiere, se puede proseguir el trámite de la solicitud o solicitudes restantes, aunque dicha área no reúna las condiciones de forma y proporciones señaladas en el artículo 2º de la Ley 145 de 1959.
