Dentro de los acuerdos de que habla el artículo 2º de esta Ley se podrá exceptuar a aquellas oficinas de la Administración situadas en los poblados y lugares distintos de las cabeceras municipales, que por razón de su actual exceso de trabajo no puedan hacerse cargo de dicho servicio.
