Articulo 1º . Procédase a celebrar con el Banco de la República una negociación de anticipo al Gobierno hasta por la cantidad de $ 5.000,000, con destino exclusivo a las necesidades de la defensa nacional, con el interés, el fondo de amortización y las garantías que se acuerden entre el Gobierno y el Banco. Este Ultimo queda facultado para celebrar dicha negociación sin que sean obstáculo para ello cualesquiera disposiciones en contrario.
