Artículo segundo. El Ministerio del Trabajo podrá contratar la prestación de los servicios a que se refiere el presente Decreto, con expertos en la materia de que se trata, y determinar el personal de Secretaría, con sus respectivas asignaciones. Los contratos que al efecto celebre sólo requieren para su validez la aprobación del Presidente de la República, previo concepto del Consejo de Ministros.
