Quien conduzca un vehículo sin portar licencia de tránsito, o fotocopia autenticada de la misma incurrirá en multa equivalente a cinco (5) salarios mínimos, y el vehículo será inmovilizado hasta cuando se presente la licencia de tránsito respectiva.
