El Gobierno Nacional desarrollará un programa de acompañamiento técnico a los municipios para avanzar en la sustitución de vehículos de tracción animal por vehículos automotores y/o la promoción de actividades alternativas y sustitutivas para los conductores de vehículos de tracción animal.
