Autorízase al Gobierno Nacional para que contrate con una o varias casas de reconocida competencia técnica y de capacidad financiera comprobada la construcción las obras portuarias de Tumaco, en su totalidad o por etapas, con base en los estudios ya realizados por cuenta del Gobierno o del Consejo Administrativo de los Ferrocarriles Nacionales.
