° Las entidades fiscalizadoras respectivas se abstendrán de autorizar los gastos a que se refiere el presente Decreto cuando no hubiere sido impartida la aprobación de la Junta Especial; en este caso tales gastos deberán ser cubiertos por el funcionario que los hubiere ordenado o autorizado.
