Si el censor declarare que el escrito debe reformarse, y quien lo envía conviniere en ello, queda el periodista en la obligación de publicarlo en la forma determinada por el censor y en los términos señalados por los artículos 21 y 22. La infracción de lo dispuesto en este artículo somete al propietario o al Director del periódico a la pena señalada en el artículo 24.
