Sanción mínima. Por regla general, el valor mínimo de la sanción de multa por las infracciones comunes o especiales de que trata el presente decreto, incluida la sanción reducida, ya sea que la liquide el infractor o la autoridad aduanera, será equivalente a la suma de diez (10) Unidades de Valor Tributario (UVT). No obstante, cuando el monto inicial de la sanción sea igual o inferior a cinco (5) Unidades de Valor Tributario (UVT), dicho valor se equiparará a cero (0). Lo dispuesto en este artículo no será aplicable a los valores liquidados por intereses de mora, ni a la sanción a aplicar cuando no sea posible aprehender la mercancía.
