Art. 14. La sustanciacion de un asunto oficial estará reducida a informar sobre él, de acuerdo con las disposiciones aplicables, i proponiendo al fin el proyecto de resolucion que deba dictarse, en concepto del proponente. Si el Secretario le pusiere el "Aprobado," se tendrá como resolucion del Poder Ejecutivo, estendiéndose luego en la forma correspondiente.
