El pago será hecho al Tesorero o Sindico de la Junta encargada de la construcción de cada obra, quien previamente otorgara fianza a favor del Ministerio de Obras Públicas, dentro de cuyo presupuesto figuraran las apropiaciones para darle cumplimiento a esta Ley. Los Tesoreros o Síndicos de las obras rendirán cuenta de las inversiones a la Contraloría General de la República.
