El Gobierno podrá modificar los planes de inversión tanto en moneda extranjera como en moneda nacional de los empréstitos a que se refieren los artículos 28, 29 y 30, cuando tal modificación fuere necesaria para el perfeccionamiento de las respectivas operaciones, previo concepto favorable de la Comisión Interparlamentaria de que trata el artículo 34 de la presente Ley.
