Excepción para docentes de áreas técnicas o artísticas.Exceptuánse de la aplicación de lo dispuesto en el artículo 1º del Decreto 176 de 1982 y por el término de cuatro (4) años, contados a partir de la promulgación del presente Decreto los educadores con título docente en áreas técnicas o artísticas o en educación especial, siempre y cuando no se encuentre personal vinculado que pueda trasladarse a ocupar los cargos vacantes en los institutos docentes de las ciudades capitales o de más de 10.000 habitantes.
