Declarar que respecto del Decreto 032 del 11 de enero de 2011 ocurrió el fenómeno del decaimiento y en consecuencia perdió su fuerza ejecutoría, por lo tanto los Decretos 4618 del 13 de diciembre de 2010 y 4812 del 29 de diciembre de 2010, se encuentran vigentes y producen plenos efectos, de conformidad con lo señalado en la parte motiva del presente decreto.
