QUORUM Y MAYORIAS. Los Consejos no podrán abrir sus sesiones ni deliberar válidamente con menos de la tercera parte de sus miembros. Las decisiones requerirán la asistencia de la mitad más uno de los miembros y la aprobación de proyectos, resoluciones o proposiciones necesitará siempre el voto favorable de la mitad más uno de los asistentes.
