ARTICULO 5º El artículo 9º del Decreto 76 de 1994, quedará así: Artículo 9º Para los empleados que ingresen a la Contraloría General de la República con posterioridad a la publicación de la Ley 106 de 1993, o se vinculen con solución de continuidad, el quinquenio no constituirá factor de salario para ningún efecto legal.
