El Gobierno Nacional expedirá en el término de un año, contado a partir de la vigencia de la presente Ley, las normas atinentes a lo ordenado en el artículo anterior y las demás disposiciones que doten a las autoridades de los instrumentos legales para el cumplimiento de los propósitos de la presente Ley.
