Vigencia . El presente Decreto deroga todas las normas que le sean contrarias y en especial los Decretos 1697 y 2622 de 1994 y rige a partir de la fecha de su publicación salvo los artículos 37, 38 y 39. del Capítulo IX del presente Decreto, cuya vigencia será a partir del 28 de febrero de 1995, para los casos de mensajería especializada.
