Los Planes de Gestión Integral de Residuos Sólidos (PGIRS) deberán incorporar las acciones necesarias para dar cumplimiento a lo establecido en el plan de acción establecido por el Gobierno Nacional, sin perjuicio de las obligaciones contractuales del operador público, privado o mixto del servicio de aseo.
