Conveniencia de la salvaguardia. Antes de recomendar la imposición de una medida de salvaguardia, el Comité de Asuntos Aduaneros, Arancelarios y de Comercio Exterior, y el Consejo Superior de Comercio Exterior, evaluarán tanto los efectos que ella pueda tener sobre la economía nacional, como su armonía con la orientación de la política económica y con la apertura e internacionalización de la economía.
