Artículo segundo. Igualmente se autoriza al Gobernador para variar la sobretasa fijada sobre el valor de las boletas de loterías de otros Departamentos que se vendan en el territorio del Departamento del Atlántico, cuando se considere conveniente, sin exceder el 10% señalado en el artículo 10 del Decreto extraordinario número 656 del 12 de marzo del corriente año.
