El Ministerio de Educación dictará las providencias que conduzcan al oportuno funcionamiento de la escuela así creada, tomando las sumas requeridas de las apropiaciones globales que para dotación, personal, etc., se incluyan en los presupuestos de ese Ministerio, quedando facultado el Gobierno para hacer las operaciones presupuestales que sean necesarias en caso de resultar insuficientes las partidas contempladas en la Ley de Apropiaciones.
