La formulación de los planes y programas institucionales de capacitación, se hará por las diferentes entidades u organismos estatales, con la asesoría del Departamento Administrativo de la Función Pública y de la Escuela Superior de Administración Pública, con base en la investigación de necesidades y atención a las prioridades.
