Art. 10. Desde la fecha en que principie a surtir sus efectos la incorporacion de la República en la Union postal universal, si tal incorporacion se efectuare, se cobrará un sobre-porte de cinco centavos por cada carta que deba circular por los correos dentro del territorio nacional, el cual se hará efectivo al mismo tiempo i en los mismos términos que los portes ordinarios.
