Si un extranjero tuviere alguna misión privada o confidencial ante el Presidente de la República o ante el Ministro de Relaciones Exteriores, solicitará audiencia, por intermedio del representante diplomático del país a que pertenece. En el primer caso, la solicitud de audiencia se hará por conducto del Ministerio de Relaciones Exteriores.
