Ninguna autoridad podrá decomisar la cédula de ciudadanía sin previa autorización del Registrador Municipal otorgada en resolución motivada. La demora por más de tres días en otorgarla o negarla sin fundamento legal será sancionada por el Delegado Departamental de acuerdo con el artículo 39 de esta Ley.
