Para los efectos de este Decreto entiéndese por Banco Prendario Municipal una sociedad anónima de crédito constituída para favorecer a las clases menesterosas contra las especulaciones de la usura, y en la cual tenga mayoría absoluta de acciones el Municipio en que deba funcionar la institución.
