° En la distribución de los ingresos corrientes de la Nación para cada vigencia fiscal se tendrán en cuenta los municipios creados válidamente y reportados al Departamento Nacional de Planeación hasta el 30 de junio del año inmediatamente anterior. Cuando existan dudas sobre la creación de municipios el Departamento Nacional de Planeación se deberá atener al concepto que sobre el particular expida el Ministerio de Gobierno.
