ARTICULO 21 . CONCEPTO OTROS FUNCIONARIOS O DIGNATARIOS. Para la evaluación de oficiales, suboficiales, miembros del nivel ejecutivo, agentes y personal no uniformado que se encuentre en comisión del servicio en otras entidades o dependencias, o destinados a la seguridad de funcionarios o dignatarios, la autoridad evaluadora puede solicitar concepto sobre su desempeño referido exclusivamente a su idoneidad profesional.
