Autorízase a las Asambleas Departamentales para designar dos representantes suyos en los Consejos Directivos de las Universidades Industriales, Facultades e Institutos Técnicos Superiores de carácter departamental. Dicho representantes o delegados tendrán voz y voto en las deliberaciones de tales Consejos, y su nombramiento deberá recaer en personas vinculadas al ramo de educación.
