Flujo de recursos de la seguridad social. Los recursos de la subcuenta de solidaridad del Fondo de Solidaridad y Garantía, Fosyga, destinados a la afiliación de la población pobre del sistema general de seguridad social en salud, deberán ser presentados en forma inmediata por iniciativa de los Gobernadores y Alcaldes ante la Asamblea o Concejo, de acuerdo con la distribución, asignación y condiciones fijadas por el Consejo Nacional de Seguridad Social en Salud.
