Mientras la Nación construye la red de poliductos contemplada en el Plan Nacional de Desarrollo, Ecopetrol asumirá el costo del transporte de los combustibles derivados del petróleo entre las plantas de abasto o mayoristas y las Zonas de Frontera que, siendo capital de departamento tengan comunicación por carretera con dichas plantas de abasto donde existiere terminal de poliducto.
