Para constituir la relación de cuentas por pagar (Reservas de Caja) se procederá de acuerdo con el numeral 2o del artículo 122 del Decreto extraordinario 294 de 1973.

Las reservas de Caja de las ramas y organismos del Poder Público de que trata el artículo 3o de esta ley, deberán comunicarse al Director General del Presupuesto a más tardar el 28 de febrero de 1985.

Cuando las obligaciones no estén debidamente contraídas, la Dirección General del Presupuesto anulará las reservas correspondientes y dará aviso de ello a la Contraloría General de la República.
