Declárase como de urgencia inmediata la construcción de los muros que cierran el Colegio de Varones "Fray José Joaquín Escobar", de la ciudad de Toro, que fueron destruidos por el terremoto de 1962, obra que adelantará el Ministerio de Educación desde la presente vigencia fiscal, dentro de sus presupuestos para esa clase de obras, planes, dirección técnica y organización que para esa clase de obras tenga el Gobierno, debiendo, al mismo tiempo, mandar construir en dicho plantel canchas para deportes.
