Artículo tercero. Los fondos de que dispone el Ministerio de Comunicaciones para atender a las subvenciones de que trata este Decreto, serán transferidos al ICETEX para formar un Fondo especial, el cual será administrado por dicho Instituto de acuerdo con las normas que se establezcan en el contrato de administración que suscribirán el Ministerio de Comunicaciones y el ICETEX.
