Artículo tercero . El precio máximo que el Incora podrá pagar en la negociación de las tierras o mejoras que se requieran para los fines del presente Decreto, se determinará mediante el avalúo de que trata el artículo anterior, practicado por peritos del Cuerpo Especial para la Reforma Agraria dei Instituto Geográfico Agustín Codazzi. Dicho avalúo deberá comprender por separado el valor de las tierras y de las mejoras allí establecidas, si sus propietarios fueren diferentes.
