La obligación de acreditar la propiedad y libertad del terreno en el cual se va a adelantar un plan o programa, se entenderá cumplida mediante la presentación del Certificado del Registrador de Instrumentos Públicos y Privados en que consten la titularidad del dominio, las sucesivas tradiciones del respectivo bien en un lapso no inferior a veinte (20) años y la ausencia actual de gravámenes que recaigan sobre el inmueble.
