Por la Comisaria Especial de La Goajira se procederá activamente a organizar en regla y de conformidad con la Ley 89 de 1890 y demás disposiciones legales concernientes, las diferentes tribus de indios goajiros, en sus resguardos, cabildos, etc., etc., todo con la previa aprobación del Gobierno Nacional.
