En los primeros diez días del mes de diciembre de cada año, el representante de la institución presentará al Gobierno un balance completo y detallado de la situación financiera de ella, acompañado de un inventario del activo y del pasivo de la misma. También presentará en la misma época el Presupuesto de rentas y gastos para el año siguiente, el cual deberá ser revisado por el Gobierno, quien lo aprobará si lo encuentra debidamente formulado, y, en caso contrario, lo devolverá con las observaciones que estime pertinentes a más tardar el 20 del mismo mes. Si en esta fecha no hubiere sido devuelto, se considerará aprobado.
