Miéntras se consiguen los profesores i los aparatos necesarios para montar bien dichas Escuelas, el Gobierno nacional, de acuerdo con los del Cauca, Panamá i el Magdalena, respectivamente, dispondrá que se erijan en las espresadas poblaciones, Escuelas superiores de varones, de acuerdo con el referido decreto orgánico.
