Art.11. ° Cuando los castigos correccionales de que trata los artículos 7° i 8° no sean suficientes para moderar el proceder de los ministros a quienes se los hayan aplicado, el Poder Ejecutivo de la Union podrá decretar el estrañamiento del pais contra el ministro culpable, sea cual fuere su categoría jerarquica, por el tiempo que juzgue necesario para impedir que su influencia perturbadora se haga sentir en daño de las poblaciones.
