Los Consejos, mientras se llevan a cabo las autenticaciones prescritas en el artículo anterior, podrán transmitir por el telégrafo o en oficio la solicitud que hayan aprobado sobre la creación del nuevo Departamento o subsistencia del actual, a fin de que la Comisión, en caso de demora del Gobernador o del Juez del Circuito en la remisión de las actas, solicite su inmediato envío.
