Autorízase al Gobierno Nacional para que, sin posterior aprobación del Congreso, celebre con la Casa Lazard Fréres Et Cie, de París, un contrato convirtiendo a dólares de los Estados Unidos de América la deuda en francos franceses que forma parte de la contraída con el grupo de banqueros que encabeza el National City Bank of New York, al tipo de cambio que esté vigente a la fecha en que se celebre el contrato.
